Budget debate; health and education versus defence

I think the problem is fundamental.
This country is a security state not a welfare state.
So that's why all money is being spent of security rather than on the welfare of the it's people.

Just imagine defence budget per years is 10-1500 billion rupees.
Now imagine last 10 years it will be 15,000 billion PKR on defence.
While health and education budget in last 10 years will not be worth 1 year of defence budget.

So un less we change the whole dynamic of the state where we spend more money on health education and the welfare of our people rather than their security we will still be having these problems.
